From July 1, Ukrainian citizens who enjoy visa-free travel to Israel must apply for an ETA-IL electronic permit (the application cost is 25 shekels, but for Ukrainians the permit fee is up to 2025 will not be charged) to stay in the country for up to 90 days.
You can apply on the website israel-entry.piba.gov.il at least 72 hours before the trip, and before booking air tickets, hotel and other expenses, if for any reason you are refused.
The ETA-IL permit is valid for 2 years, for multiple entry or until the passport expires.
Basic rules of entry to Israel
- Air service: open.
- Overland communication: open.
- Visa: an electronic permit is required.
- Insurance: medical insurance is required for entry for tourist purposes.
- Vaccination: Since the beginning of 2024, Israel has lifted all restrictions related to the COVID-19 pandemic. PCR tests and vaccination certificates are no longer required for entry.

Do I need a visa to Israel?
Visa-free entry is valid for Ukrainians, that is, you can stay in the country for up to 90 days within six months.
There are several types of visas for entry into Israel:
- A/1 – for persons of Jewish origin who intend to immigrate to the country. This permit is available to family members of the person undergoing repatriation — children and spouse.
- A/2 is a student card, issued for up to a year with multiple border crossings, for studying in the country.
- A/3 – for employees of religious organizations, issued on the basis of an invitation, and the validity period is determined by the Ministry of Internal Affairs individually in accordance with the specifics of the situation.
- B/1 is a work visa issued on the basis of cooperation with an Israeli employer, with the approval of the Department of Population and Migration.
- B/2 – for foreigners who are not eligible for visa-free entry, for tourist or other purposes, without the opportunity to work.

What documents are needed to enter Israel?
To enter Israel, you must have the following documents:
- passport (valid for at least 6 months);
- travel medical insurance valid for the entire duration of the trip;
- return ticket with a fixed date;
- availability of sufficient financial resources for the entire duration of the trip;
- documentary evidence of the reason for staying in the country.
Additionally, an employee of the migration service may ask you to provide: a hotel reservation, a travel agency voucher, invitations from relatives or business partners.
